SURVEILLANCE
Chinese proverb "Those without patience have nothing".

I like this quote because surveillance, conducted properly, requires a ton of patience. If you lose your concentration only for a second, you may find your target long gone. There are several issues that must be addressed in order to accomplish your objective.

1. Legal surveillance must be strictly adhered too. If you think what you are doing is illegal, it probably is.

2.Your equipment such as camcorders and cameras must be in perfect condition.
Long range photo and binoculars must be powerful enough so that at long distance range you can make positive identification of your target.

3.You must update your legal knowledge of the rules of evidence and other issues
concerning invasion of privacy while maintaining the legal and civil rights of the target.

4. Should the investigator be required to testify he must be well prepared and under no circumstances exaggerate and tell a lie. A good Attorney and Judge can spot a liar almost instantly. Possibly, your entire investigation goes down if you lose your credibility.

5. Should your evidence or testimony be needed in another state or jurisdiction, a good investigator will study the rules of procedure, evidence, and admissibility in that jurisdiction.

A reasonably good Attorney can turn surveillance to dust if proper procedures are not adhered too. It is essential that evidence presented to your court as factual evidence such as to identity, time, place and circumstances as existed during the surveillance. Even mundane events may be challenged in court.

You take a camcorder for surveillance and the target might not appear for several hours and all you have is cats running around the yard and figure the judge does not need that evidence so you edit the tape. Don't edit. Should you have film to be developed be sure and have the camera negatives remain intact.. Do not cut apart the negatives. Gaps in photos and tapes may get you surveillance thrown out of court.
